三、通报简介
海湾合作委员会标准化组织（GCC Standardization Organization ，GSO) 是个区域性的组织，它由GCC各成员国的国家标准团体组成。GSO的一个主要职能是通过专门的技术委员会（TCs）发行海湾标准和技术规范。
近期，GSO通过技术项目委员会——食品和农产品标准技术委员会发布了2009海湾标准《食品和饲料中三聚氰胺最大限量》(草案)，该标准草案由科威特标准计量局提出，并于2009年6月4日向世界贸易组织贸易技术壁垒委员会（CTBT）进行了通报，要求世贸成员国在60天内提交意见。
该标准草案是在几个国际标准的基础上制定的，例如欧盟、美国、加拿大、新西兰等国家。它对婴儿配方奶粉、其它食品和饲料中三聚氰胺的最大限量作了具体规定，为强制性标准。具体要求如下：
